Plot for murder mystery

I'm listening to NPR in my work truck while driving to the work site this morning and I hear this piece on how the military (I think it's the Army but won't swear - I wasn't paying attention to the beginning of the piece) has a forty percent rise in psychotic cases than in previous years.  Apparently what is happening is that soldiers are diagnosed with a psychotic break and the military is claiming it is a pre-existing problem and kicking them out of the military, thus preventing them from getting treatment or disability (sounds like the people I work for). 

So here's my thought - a particularly callous officer in the Army has a reputation for doing this very thing.  He is murdered.  All the suspects are people whom he discharged for psychotic breaks.  How do you find one needle in a haystack made up of needles? 

Any thoughts?

One would probably  have to do a lot of research into the mental problems and the military. I would enjoy the read, but not enough to put in the research to write it. Are you srue you don't have time, Matthew?

I think it's a great idea for the right writer. Also, Matthew, one which will keep -- the murder could happen some years later,when the lives of the discharged guys have played out in various ways.

You ought to let this percolate and tackle it when you DO get time.
