Case Files: Who, Where, Filing System

I have a character searching for case files all the way from thirty to ten years ago. All these files have been completed/handled by one specific homicide investigator working for state police. I assume that the records would be paper, some digitized, and all held at the state department. Is that assumption correct, and would there be some record of who has worked what?

And feel free to tell me everything here is off by a country mile  ;)
