Is there a place that lists mystery reviewers? Obviously, I'm looking for people to send ARCs of my latest to.

There probably is, but I don't know it.  Doesn't your publisher know?  Usually those folks pop up on Sarah's blog, either being mentioned or commenting.

Steven, a google search of "mystery reviewers" will get you a long list of hits.  Maybe some of them would be useful.
